The UN climate negotiations as the process has 'developed' does not allow any consideration of any possibility of an emergency. The negotiations in effect are making the emergency far worse. They pretend that dangerous climate change is some time in the future still to be avoided. The only target that was for years agreed on was the certain target for global climate catastrophe, of 2C. Now is to try for 1.5C (too late).
